So far the $15,000 tax incentive is only going to be for new construction and not remodeling. That could change because there are a lot of people that have recently sustained bad dings to their credit because of hard times. Those who have maintained good credit will be the candidates for the loans and incentives. I guess it really won't help those who need it the most immediately but the trickle down affect might help them eventually.
